Shaila Gupta is the Chief Operating Officer at Luminate, where she leads the organisation’s global operations, including human resources, finance, funding operations, information technology, facilities, risk management, and legal.

Shaila brings more than 25 years of experience in portfolio management, and operations leadership across both established and emerging markets. She has a strong track record of building and overseeing complex operational and financial systems that enable mission-driven organisations to scale effectively and steward resources responsibly.

Prior to joining Luminate, Shaila served as Global Finance Director at World Resources Institute, where she oversaw a $150 million global portfolio and led functions including grants and contracts, procurement, financial planning and analysis, and treasury.

She previously held the role of Director of Portfolio Management for West Africa and the Middle East at FHI 360, where she provided operational and financial oversight for more than 25 projects across eight countries, managing grants ranging from $10 million to $500 million.

Earlier in her career, Shaila worked as an independent consultant, advising organisations including the United Nations on a range of operational and financial initiatives.
