It takes many kinds of people, working in many ways, over many years. Our role is to help build the conditions where that work can thrive.
Funding tactical diversity is a core belief at Luminate. Rather than betting everything on a single route to change, we support multiple tactics at once – combining funding for policy engagement, strategic litigation, campaigning, and narrative work.
Together, these levers shift public debate, strengthen accountability, and allow movements to adapt to changes in tactics deployed by corporations and governments.
We invest in people and organisations at all stages – from providing support at ideation and incubation, helping seed new organisations into existence, to funding for established mature institutions. With our privileged view of the field, we are also able to fund gaps where shared infrastructure for the whole ecosystem might be needed, thereby creating new capabilities.
The result is a more diverse, better connected set of people and groups working on tech accountability and digital rights, with less duplication and more momentum.
None of this happens in isolation either. We work with funder partners to identify shared goals, align strategies, and bring additional resources into the field – because the challenges are too large for any single funder or organisation to meet alone. The more coordinated we are upstream, the more impactful we can be.
That means convening funders, helping make promising new initiatives viable enough to attract wider support, and working to unlock co-funding so that more resources reach the organisations on the frontlines. The goal isn't just to support good work: it's to help build a field that is greater than the sum of its parts.
